Philosophy
Scientific conferences have become a big business. Conference fees are sky high and many parallel sessions are held. Often, each session has few attendees and discussions are stilted. FoNLO seeks to bring together a small number of researchers to discuss common topics of interest. There are no conference fees and all meals and activities are provided at no charge. The burden of funding the meeting resides in the host and the organizing committee.
History
The precursor to FoNLO started spontaneously at Washington State University under the name of "Symposium on Applications of Sum Rules and Scaling in Nonlinear Optics," taking advantage of the fact that several researchers happened to be visiting at that time. Additional speakers were invited and the two-day symposium was born. Attendees felt the meeting format was ideal for exchanging ideas, and Ivan Biaggio volunteered to host a meeting the following year under the name "Foundation of Nonlinear Optics"

Format
A session includes three talks on a similar topic. Speakers are not held to a strict time limit. Interruptions are encouraged during the talk and questions follow. A panel discussion including the three speakers follows the session and includes audience participation. The panel discussion is moderated by the session chair and co-chair, and is followed by a coffee break. Scientific discussions continue throughout the meeting and ideas are exchanged. This loose format allows flexibility.
